How do I make broker contract for auto and home insurance?

I live in maryland and trying to open a new agency but can'-t make broker contract with any auto and home insurance companies because of production requirement.Anyone knows if any auto &- home insurance without production requirement? or any companies that I can make broker contract without opening an agency.Thank you.

Contact the Department of Insurance in your state for help.Source(s):

Yep, Progressive will give you a contract without a production requirement, and so will Foremost. You can also access your state FAIR plan, if you have one, and your state assigned risk plan, without contracts. And, you'll probably want to make friends with some wholesalers, who can help you place business outside the very limited market that Progressive and Foremost will provide for you.
