I don't think there is a "whiplash" speed. 1 mph you’re not really even going to feel the crash. 2 mph yes you did double the speed but no still not a big deal. To put it in perspective most automatic cars idle at 3 to 5 mph with foot off the break. 10 mph it's possible but I would say still unlikely. If you are asking for you and you got hit at 1 to 2 mph then suck it up you don’t have whiplash stop looking for free money.

You can get whiplash at any speed. It all depends on how you hit and whether or not your neck "whipped" enough. I got whiplash in the dumbest way. I was driving down my street and literally 4 houses down from me, while I was looking down at the radio, I had strayed just enough to the side to hit a parked car. Talk about embarrassing!! I was only going 5mph though. I hit the other car and my airbag came out. The airbag gave me massive whiplash and literally knocked me out for a few seconds and it also gave me burns up and down my arms from the force that it comes out with. A year or so later I ended up having to get surgery on a herniated disc in my neck which was directly related to the airbag giving me whiplash. I also learned why they say kids under a certain height and under the age of 12 should ride in the back seat if there are airbags in front.

I can't give you an exact answer, but I can tell you it doesn't take much speed to give someone whiplash when they are rear-ended. My 12-year-old son got whiplash at NASCAR Speed Park in a go-cart when he came in to park and another driver, probably going about 10 mph, crashed into the whole row of them.
