Every state has a law that requires a driver to have car insurance. However, some people choose not to have insurance so when they are responsible for an accident the other person has to pay to repair their own car. Because of this some towns and cities have started not only giving the uninsured driver a ticket but also confiscating his car until he pays for the damages. I think it's something that should be done in every city.

Texas State law requires liability insurance, as to whether or not the local police enforce the law depends on their politics. The police department policy determines whether or not the car is seized after a stop for lack of insurance.

This is not a city law, it is the state law for all the cities in texas, houston, dallas and anywhere else. The law is to protect a third party if their are involved in an accident.
